Reform Proposal

In three reports published in Tax Notes on March 2 (Rossotti), September 14 (Rossotti and Forman) and November 30, 2020 (Rossotti, Sarin, and Summers) the Shrink the Tax Gap proposal is defined and then details are provided on how to implement the proposal to put the tax gap on a declining path, recovering $1.4 trillion in the first 10 years while improving service to taxpayers. An additional (unpublished) report, Update 1, modifies the original recommendation for a new 1099 information report.
